Blackburn Meadows


Scheme Outline: The basis of the project was to remove contaminants from an old power station site which had been located in an alluvial flood area adjacent to the River Don in Sheffield. The project included the provision of extensive protection works to existing cables and the creation of a construction platform for the new plant.

  • Hewlett worked with the Client for 3 months as preferred bidder prior to works commencing to develop the Programme, the Costs and the methods of construction.
  • Substantial excavation and crushing of redundant hardstanding an sub-structure for re-use as sub base
  • Excavate 75,000m3 of made ground.
  • Excavate 50,000m3 of cohesive.
  • Bio remediate 6000m3
  • Treat 4,000m3 of asbestos containing mats.
  • Process on site materials 25,000m3
  • Import 50,000m3 granulars
  • Treat and remove Japanese Knotweed.
  • Construct a new overbridge to protect existing underground services through the project area as permanent works. Major issues with sensitive HV cables throughout the site.
  • Remediate and treat asbestos, hydrocarbons and heavy metals.
  • Create new flood alleviation areas within the site to compensate for loss of area due to new construction works.
  • Construct the new development plinth above the highest flood levels of the river.
  • Construct a new access road into the finished site whist maintaining uninterrupted access to the existing major sub station.
  • Isolation of remediated areas to prevent cross contamination.
  • Ecological issues: Surrounding nesting birds and unavailability of the site until the nesting season was complete.
  • S278 works to be constructed on the access to the site.
  • Daily air monitoring of the site is in place at agreed locations to ensure there is no air bound contamination.
  • Waste Disposal. A waste Management Plan is in place including Risk Assessments. All waste location, treatment and destination is reported through the Verification Report.
  • Hewlett carried out a Value Engineering exercise to make full utilisation of on site material and balance earthworks to reduce imports.
  • Hewlett introduced stabilisation of soils through lime and cement to give environmental and cost benefits to the project.
